Introduction

The Government of Pakistan has taken a historic step towards promoting clean and sustainable transport by launching the Pakistan Accelerated Vehicle Electrification Program (AVE Program 2025). Announced by the Prime Minister, this initiative is designed to reduce the country’s dependency on imported fuel, cut carbon emissions, and promote an eco-friendly and economical transportation system.

Under this program, the government aims to introduce affordable loans for electric vehicles (EVs) in all provinces, covering both personal and commercial vehicles. The plan also includes expansion of EV charging infrastructure, tax incentives, and subsidies, making electric mobility more accessible for citizens across Pakistan.

What is the Pakistan Accelerated Vehicle Electrification Program?

The program focuses on:

Prime Minister’s Vision for EV Policy 2025

The Prime Minister emphasized that Pakistan must move towards sustainable transportation solutions to safeguard the environment and reduce economic pressure from fuel imports. According to the announcement:

✔️ By 2030, at least 30% of vehicles in Pakistan should be electric.
✔️ Banks will offer dedicated loan products for EV buyers.
✔️ Subsidies will be introduced to reduce the upfront cost of EVs.
✔️ Public transport systems in major cities will gradually shift towards electric buses and vans.
✔️ A green economy roadmap will ensure long-term environmental and financial benefits.

There Will be Two Programs Available

 Two-Wheeler Program

✔ 1,16,000 Electric Bikes will be distributed nationwide.

Available for Everyone: Citizens of Pakistan, including those in AJK and GB, can apply through a transparent e-balloting system.

Massive Savings: Enjoy an upfront subsidy of PKR 50,000 on every e-bike or scooter, with the remaining cost payable in interest-free easy installments. Maximum loan facility up to PKR 250,000.

Women’s Empowerment: A dedicated 25% quota for women to promote independence and safe mobility.

Eligibility Criteria: Open for all individuals aged 18 to 65 years—a golden chance to upgrade your daily commute with an eco-friendly ride.


Three-Wheeler Program

✔ 3,170 Electric Rickshaws & Loaders to be distributed across Pakistan.

Nationwide Access: Open for all citizens, including residents of AJK and GB, through a fair e-balloting process.

Generous Subsidy: Avail a subsidy of PKR 200,000 upfront, with loan financing of up to PKR 1,100,000 to boost your business.

Empowering Entrepreneurs: Designed for individuals aged 21 to 65 years who want to grow or modernize their ventures with sustainable, eco-friendly transportation.


Frequently Asked Questions

Q.No.1.Who Can Apply For Program? 

All Pakistani citizens, including residents of Gilgit-Baltistan and AJK, can apply. Age limits apply: 

For e-bikes: 18 to 65 years 

For e-rickshaws/loaders: 21 to 65 years 

Fleet operators may also apply for rickshaws/loaders under defined limits 

Q.No.2: Can Female Apply?

Yes. In fact, 25% of the e-bike quota is specifically reserved for females. 

Q.No.3: Which Types of Electric Vehicles are available under this program?

The program offers:

 ✅Electric two-wheelers (e-bikes and EV scooters)

 Electric three-wheelers (e-rickshaws/loaders)

Only models approved by the Engineering Development Board (EDB) will be offered.  

Q.No.4: How Can i Apply?

You must apply through the official online portal. The entire process is digital with minimal human involvement.  

Q.No.5: Can i apply with using web portal?

No. Applications are accepted only through the designated online portal. Physical forms or alternate methods are not allowed.  

Q.No.6: Can i Apply More than one Vehicle?

No. Individual applicants can apply for only one vehicle. However, fleet operators may apply for multiple rickshaws/loaders, as per limits set by the Steering Committee.  

Q.No.7 : Do I need a driving License to Apply?

No. You can apply without a driving license however, you need a driving license in order to drive around.  

Q.No.8:Can i change vehicle selection after apply?

No changes can be done once the application is submitted. 

Q.No.9: Can i apply if i already got an EV through any govt. scheme?

No. This will be a duplication of benefit.   

Q.No.10:How will my vehicle will be delivered?

The delivery will be managed by the vehicle manufacturer (OEM). The final delivery address will be confirmed through the portal in coordination with your selected bank.  

Q.No.11:What if i already applied in another electric vehicle scheme in another province. 

You may still apply. However, you may not be eligible for duplicate benefits. The Steering Committee will make the final decision.  

Q.No.12: How will i pay for vehicle?

Payments will be made in easy monthly installments (EMIs), which will include:

  • Principal amount
  • Insurance

Note: The markup (interest) is 0% and is fully subsidized by the government.  

Q.No.13: How Can i track my application and delivery?

You can track your application and vehicle delivery status through the program’s online portal. 

Q.No.14: How will i know about approval of my Application?

You will be notified through the web portal, SMS, or email once your bank approves the application and your vehicle is allocated.

Q.No.15: Can i cancel my application?

There is no formal withdrawal policy stated. Cancellations will depend on the rules of your bank. 

Q.No.16: What is the cost of vehicle to me?

You may receive a government subsidy of:

  • Up to PKR 50,000 for an e-bike
  • Up to PKR 200,000 for a rickshaw/loader
The remaining amount will be financed at 0% markup.

Q.No.17:Can i buy model with higher price than 250000/-

Yes, you may choose a model priced above PKR 250,000. However, in such cases, the price difference (in excess of Rs. 250,000) must be paid by the user in advance. For example: if a model is priced at PKR 300,000, the user will be required to pay the additional PKR 50,000 upfront over and above the initial/down payment to the bank once their application has been approved.  

Q.No.18:Do i need to pay any thing upfront?

Yes. If the price of selected model of EV is Rs 250,000/- or less then you will only need to pay first installment, first year insurance and bank documentation charges. However, if the price of selected model of EV is more than 250,000/- you will have to pay difference of the price in addition to above mentioned charges.

Q.No.19:Are There Any Processing Charges

There are:

  • No loan processing fees
  • No charges for early loan settlement
However, you must pay:
  • Bank documentation charges
  • First-year insurance premium
Q.No.20: What Happen if i miss any installment?

You will be liable to pay penalties as per the bank’s rules. The vehicle may also be repossessed, and recovery costs may apply.

Q.No.21: What is loan repayment period?

  • Up to 2 years for e-bikes
  • Up to 3 years for rickshaws/loaders
Q.No.22: Can i choose vehicle brand or model?

Yes, but only from among the pre-approved models listed on the portal. These are shortlisted based on safety, performance, and compliance standards.  

Q.No.23 : What documents are required to apply?
 
You will need:
  • Valid CNIC
  • Recent photograph
  • Proof of income or bank account
  • Any additional documents as required by the financing bank and registration form on PITB portal

Q.No.24: Is the scheme available in rural areas?

Yes. The program is available nationwide, including rural areas.
   
 Q.No.25: Can Govt. Employees Apply ?

 Yes. Government employees are eligible, subject to the same terms and conditions as other citizens.

Q,No.26: Are Students Eligible to Apply?

Only if they meet the minimum age requirement and can fulfill the documentation and repayment conditions set by the bank.

Q.No.27:Will Maintenance or After Sales service be provided?

Yes. Participating OEMs are required to ensure after-sales service and spare part availability through their service networks.

Q.No.28:What if vehicle have technical issues after delivery?

The vehicle will be covered under the manufacturer’s warranty. Any issues should be reported to the OEM or service center immediately.

Q.No.29: Can some one else drive the vehicle if am the registered applicant?

Yes, but the vehicle must be used responsibly and only by licensed drivers. Misuse or violation may affect your eligibility for future government schemes

Q.No.30:Can i sale the vehicle before completing installments?

Being a subsidized product, selling the vehicle before loan completion is not allowed.

Q.No.31:Is there any insurance coverage in case of accident or theft?

Yes. Insurance is covered under this scheme.  

   


EV Loan Schemes in Pakistan – Personal and Commercial
